Eine Gruppe von Beamten mit offensichtlichen Schwächen – den sogenannten „Mankos“ – arbeitet seit Jahren unbehelligt in einer deutschen Behörde. Als externe Berater ihre Abteilung prüfen, droht ihnen plötzlich die Entlassung. Durch ein bürokratisches Missverständnis landen sie jedoch in einem Fortbildungsprogramm, das schnell zu einer absurden Reise voller Katastrophen wird.
