Billy, a boy who tormented animals, was turned into a cat as punishment. In his new incarnation, he gains a wonderful friend and guardian, Mr. Hubert, but he also wants to join the cat gang. To do so, Billy must prove himself a tough guy and complete several tasks: befriend a dog, rescue kittens, and confront a ghost from the pet cemetery.
