Pendant la dynastie Ming, sous le règne de l'empereur Jianwen, un jeune garçon voit son père mourir poignardé de la main d'un petit voleur qui a son âge. Mais l'enfant s'enfuir, laissant derrière lui le jeune orphelin qui se retrouve accusé à tort du meurtre de son père.
Celui-ci est alors adopté par son parrain et prend le nom de Lu Zheng. En grandissant, il intégère la Police Secrète Impériale et espère toujours retrouver le petit voleur qui a tué son père.
Celui-ci a grandi sous le nom de Li Wu, un escroc professionnel à la tête de tous les mendiants de la capitale.
Ironiquement, les deux hommes se lient d'amitié sans réaliser que l'autre est celui qui hante leurs souvenirs d'enfance.
